With President Uhuru Kenyatta currently leading the public launching of the exercise, the proposals could be adopted in future, shaking the governance.

But the election losers who have been landing jobs especially the newly created Chief Administrative Secretaries will not have space under the proposal.

The team has scrapped off the post, even with the fact that the country currently has over 20 CASs, most of them who were losers.

Independent Electoral and Boundaries Commission has been dealt a blow, with the team now recommending ouster of the current team led by Wafula Chebukati.

Returning Officers will now be part-time, a sharp drift from the current status. Currently, Returning Officers are employed on a permanent basis.

“We must seek to shift our terms of engagement as leaders, as individuals and as citizens, if we are to have competitive and constructive elections. That should be our first priority,” they said.

Appointees of Independent Commissions will also serve as on a part-time basis, a move that would also save the country billions according to the report.

Counties will also have to surrender health workers to a special health Commission. Health workers have been on rampant strikes before.

On the positive side, the report shall see the introduction of the Prime Minister position, who will, however, be appointed by the president.

"The Prime Minister shall be the Leader of Government Business in the National Assembly. On the President’s tasking, the Prime Minister will chair Cabinet sub-committees," it says.
