Many Members of Parliament are associating themselves with Deputy President William Ruto with hopes of receiving development money, Mathare MP Antony Oluoch has said.

In a Citizen TV live interview, the legislator argued that some leaders had chosen to walk with the deputy president get money yet they receive CDF.

"People have gravitated towards the deputy president and that is their choice because they think that they will get development money there," noted Oluoch.

The first time lawmaker denied assertions from Narok Senator Ledama Ole Kina,who was also present during the interview, that the National Assembly had been muzzled by executive.

However, he agreed that MPs had failed to understand the letter and spirit of the constitution on their roles with regards to budget making process.

According to Oluoch, all allocations of funds on the budget including those that are meant to be spent at the deputy president's office are done by the MPs.

He further said: "Members of parliament completely misread the constitution. The constitution has made parliament a budget making house."

Oluoch noted that President Uhuru Kenyatta on Sunday was responding to MPs who have been walking around with the deputy president, with the mentality of hoping to get development funds for their electorate.
