In his speech, Uhuru further proposed to cut spending in executive and parliament in a bid to raise money for projects.

"We shall take austerity measures in our spending so that much attention is diverted to establishment of various projects," he said.

But MPs from Gusii have vehemently opposed the decision with some condemning proposal to cut funding of NG-CDF and NGAAF.

"We can't allow a situation where someone is trying to cut CDF funding and Affirmative Action funds. This means the President wants to incite people against us," Richard Onyonka, the Kitutu Chache South MP said.

His Dagoretti North counterpart Simba Arati added: " We can't raise VAT at the expense of poor Kenyans. Time has come for us to stand with people."

Incidentally, all Nyamira MPs have remained mum on the matter with locals daring them to vote against VAT.

And Kisii Women Rep Janet Ong'era, another close ally of Raila Odinga, insisted that MPs will not tolerate the memorandum.

"You can't touch NGAAF yet we promised women and disadvantaged population. This can't happen ."
