There will be no need for the country to go for a referendum to implement recommendations in the Building Bridges Initiative (BBI) report, National Assembly Aden Duale has noted.
Duale said a referendum would split the country, and welcomed the report whose proposals he said would be achieved through constitutional amendments to be made in Parliament.
"From the first impression of the BBI report, I have faith that we can sort all of the items proposed therein through Constitutional amendments by way of Parliamentary initiative as contemplated under Article 256," he tweeted on Tuesday.
The Garissa Township MP said even though he was rooting for a parliamentary system of governance, he was convinced that the Prime Minister post, which the report proposed, can be created through a Bill tabled in the National Assembly.
"Even though most of us who genuinely desired a Parliamentary system have not achieved it through the BBI, I have strong faith that we can achieve all the proposals contained in the BBI report WITHOUT referendum, which will definitely be divisive, with winners and losers," Duale said.
The proposed Prime Minister post in the report shall be an elected MP and shall be nominated by the President and must be approved by the National Assembly.
The PM can be sacked by the President or through a vote of no confidence by MPs.
The report by a taskforce led by Garrisa Senator Yusuf Haji was handed over to President Uhuru Kenyatta on Tuesday and will be launched publicly on Wednesday at the Bomas of Kenya.
