A crisis is looming in the education sector after the talks between the teachers' employer(TSC) and the union(KNUT) collapsed.
The two bodies could be headed to the court after efforts of Ministry of Labor, which was arbitrating in the matter, failed to bear fruits.
Both parties maintained a hard-line stand on different issues including transfers, appraisal tools and promotion of teachers across different job groups.
A report has now faulted the TSC for being adamant to adhere to the requests of KNUT, the Standard reports.
Charles Maranga had been appointed by Labour CS Ukur Yattani to spearhead the talks but no good news came forth. The team has now recommended for the formation of a joint industrial council to look into their issues.
The report shows that 11,950 teachers are yet to be promoted despite raising the concern on several occasions. It has also faulted the irregular transfer of teachers from one region to another.
KNUT faulted TSC for failing to consult it on critical issues before making decisions.
According to KNUT, some teachers are due to retire without promotion after working for more than 15 years in the same grade. Teachers also want the criteria of promoting teachers revised.
