Barchok has reduced the departments from 10 to seven after he experienced a quorum hitch following the rejection of six CeCs by the county assembly a week ago.

The governor, who had promised to follow in the footsteps of his predecessor, has vowed to ensure better service delivery through a number of changes in different departments. The merger of the departments has, however, already elicited mixed reactions from different factions.

Through their lawyer Peter Wanyama, CeCs want the merger of the county departments reversed. The officials have termed the move as illegal.

On Wednesday, Labour Court Judge Bryam Ongaya ruled that the CeCs should not be kicked out of office, as the move will amount to the interference of the official's contracts.

The governor has merged the department of Social Services and Sports with the department of Education. He has also merged Urban Management, Water and Environment with Lands and Housing.

He also scrapped the Department of Administration, Public Service and Information Communication Technology.

Medical Services and Public Health CeC Dr Joseph Sitonik has also been assigned the Agriculture, Livestock and Cooperatives docket.

Finance and Economic Planning CeC Mr Andrew Sigei has been given the mandate to serve in the Roads, Public Works and Transport docket in an acting capacity.

The new Education, Social Services and Sports CeC will be Mrs Juliana Yegon who will also serve in the Lands, Housing and Urban Management, Water and Environment docket in an acting capacity. Juliana Chepkuto will remain as the CeC Trade, Energy, Tourism and Investment.
