Orange Democratic Movement (ODM) party leader Raila Odinga has fired warning shots to politicians opposed to constitutional changes that are expected before 2022 polls.

Ever since striking a partnership with President Uhuru Kenyatta in March last year, Raila's calls for referendum have been steady, with Uhuru also showing signs of supporting an 'all inclusive government'.

Speaking at his Capitol Hill offices on Thursday where he hosted student leaders from various universities and colleges, Raila also said the country is solidly behind the Building Bridges Initiative.

“This will be the year of change for this country,” said Raila, who is also African Union's Special Envoy for Infrastructure.

“You make a choice to be with us or not. Nobody will stop the change that is coming,” said Raila.

“They (student leaders) expressed support of the Building Bridges Initiative. They represent different shades of opinion, but united in the good of the country,” observed Raila.

The ODM party is reviewing it's submission to Building Bridges Initiative and the Central Committee has already received preliminary report from Technical Committee.

In their recommendation, the party is likely to back a person system of government in which the Prime Minister will be the Head of government while the president will be a ceremonial Head of State.

But Deputy President William Ruto, who is seen as stumbling block to the referendum, said in his recent tour to UK that Kenyans are not ready for an expanded executive.

Instead, Ruto said, the referendum should focus on adding more resources to the counties besides strengthening the office of the official opposition leader.
