Under the leadership of former Prime Minister Raila Odinga, a section of politicians have backed the proposed changes to among others, expand the executive arm of government.

But the lawmaker now says that the group is just doing it simply out of political loyalty, apparently to Raila, considering that the suggestions report from the BBI taskforce is not yet out.

Speaking on Citizen TV's DayBreak on Wednesday he said that unlike Ekuru Aukot's Punguza Mizigo rival push which seeks to slash representation, BBI lacks a referendum question.

"Punguza mizigo is a different initiative from the BBI initiative; the BBI question has not been put but people are taking positions based on their political inclinations," he said.

But at the same time, he pointed out that though Punguza Mizigo enjoys massive popularity, it risks failing due to poor content which he termed as 'unacceptable'.

According to Mwaura, there is no way counties can be represented by two representatives as has been proposed by the Thirdway Alliance.

"While ‘Punguza Mizigo’ is extremely popular in having 35% of the money devolved in counties, it is totally unacceptable to imagine counties can only be represented by 2 Members of Parliament," he added.

Raila also wants a return to the parliamentary system of governance, while Aukot is also pushing for a single seven year presidential term and abolition of Deputy Governor slots.
