Newly nominated Tourism and Trade minister Pauline Oyugi secretly assumed office even before vetting by County Assembly of Nyamira.
Mrs Oyugi, formerly at Kebirigo Tea Factory Unit Management employee, is a sister-in-law to Governor John Nyagarama, who doubles as ODM party patron in the county.
A senior government official revealed the secret appointments of the governor, arguing that it could taint his legacy.
"He has just appointed sister-in-law to cabinet. She's in office and yet to be vetted by the Assembly. This shows the kind of impunity he anchors.
"We also have one of his cousin, Kennedy Mong'are, who has been nominated to CPSB. It's a sad state of affairs," he said.
Pauline Oyugi's sister is married to Kiage Obutu, a wheel dealer in government and brother to First Lady Naomi Nyagarama. She takes over from Peter Muga, who moved to Finance after unprecedented resignation of Jackline Momanyi.
Her appointment has caused jitters with Bogetutu clan complaining of being short-changed in top government positions.
"Jacline came from Kitutu Masaba. We expected the governor to appoint someone else to the seat. It's so sad that things are not working," argued activist David Ogwagwa.
