The Kisumu County Assembly has finally passed the county executive's Sh10.2 billion budget proposal for the year 2019/2020 after weeks of tussle.
However, it was not before negotiations between the two sides that the proposal, which was two weeks ago thrown out, was passed by the Members if the County Assembly.
The Wednesday meeting resulted in the convention of a special sitting on Thursday, where the bill was passed, but not without the inclusion of the MCAs' demands.
Budget Committee Chairperson Judith Ogaga said that as they have been pushing, 21 wards will get Sh45 million allocations and the remaining 14 will get Sh40 million.
"The 14 wards within the city will get Sh40 million each owing to the many grants they get from donor funding," she said.
They also approved Sh65 million for the governor's scholarship.
Kondele MCA Joachim Oketch welcomed the approval, which comes at a time when the county operations were nearing a halt due to unpaid salaries of staff.
"This is a big win for the residents of Kisumu, the scholarships, which will ensure our children get education," he said.
Milimani MCA Adui Kanga refuted claims that the MCAs masterminded the impasse to get the extra allocation.
“What people think is that as MCAs, we want to control the millions that are coming to the wards. This is not right. The implementation remains squarely on the executive,” he said.
All eyes are now on Governor Anyang Nyongo to see if he will approve the same.
