The controversial tendering of Sh65 billion Kimwarer and Aror dams could take a new twist following admission by DPP Noordin Haji that money had been paid for the projects.
Deputy President William Ruto sharply differed with DCI George Kinoti, who is investigating the payment, insisting that only Sh7 billion had been secured through performance bonds, a claim which the investigative agency dismisses.
And in a statement on Friday, Mr Haji said that already treasury had committed Sh21 billion for the two projects, further contradicting Dr Ruto's assertions.
“With regard to the Kimwarer and Arror Projects, the contractual sum under investigation is Sh65 billion, with Sh21 billion already paid,” Haji said.
The DPP maintained that preliminary investigations show that the law was flouted in various instances, adding that his office is working with DCI to unearth the mystery.
“I have been persuaded that the complaints lodged were not without merit and the evidence so far suggests that the breaches of the law emerging, and their consequences merit intense and thorough investigations,” reads the statement.
Further, Haji said his team will work expeditiously to confiscate properties that may have been acquired through proceeds meant for the construction of the two dams.
“Investigations that may lead to identification of any properties that are proceeds of crime be given a top priority,” the DPP said.
