The Director of Public Prosecutions (DPP) Noordin Haji received members of HAKI Africa, a human rights group on Sunday to discuss extrajudicial killings.
He said that he had received the group's report and that investigations into the killings would be started.
His message could see Hessy wa Dandora, a faceless officer who has been posting gruesome images of dead people alleged to be robbers, investigated.
Haji said that the rule of law ought to be respected.
Human rights groups in the country have accused often law enforcement agencies of extra judicial killings in various parts of the country including Garissa County where parents bemoan the mysterious disappearances of their children.
The police have often rejected claims that they are killing people in a manner not envisaged by the law.
