On 2nd September 2013, the VAT Act was passed by parliament. They however postponed the VAT levy on fuel feeling that it was a bad time to tax fuel. Three years later, in 2016, it was again postponed because of the political interests of the government which was seeking a second 5-year term in office.

In 2018, the VAT on fuel cannot be postponed anymore. Kenya has a huge budget that needs to be financed. Since Rotich has taxed everything else, it is time to tax fuel.

So the next time you pay high for fuel, do not blame CS Rotich, blame the government. Blame it on the debts owed by Kenya. Blame it on corruption which has created deficits and supplementary budgets in every ministry
