Hours after Mombasa Governor Ali Hassan Joho appeared before the Senate, the office of the Auditor-General Edward Ouko has passed a harsh verdict on Mombasa County Assembly.
A report seen by Standard, indicates that the County Government of Mombasa is yet to fully account for Sh548 million it received from the national government in the 2017-2018 financial year.
The report also revealed that the county government had deposited Sh20 million in Chase Bank under unclear circumstances.
Ouko’s team now wants Governor Joho to shed more light on the way his government spent the allocation from the national government.
The report shows that the county government underutilized the recurrent expenditure by 22.8 per cent while the development budget was underutilized by 4.3 per cent.
The report also showed that the misuse of funds affected the delivery of services during this period.
Joho’s government had allocated Sh44.3 million towards development matters and Sh476.9 for the recurrent budget
“In the overall, the county assembly underspent to a tune of Sh143 million or 21.5 per cent of the total budget allocation..,” further states the report.
The Mombasa county assembly is also not in a position to account for Sh109.5 million pending bills.
Joho is yet to respond to the report.
He was summoned by the Senate on Monday to explain why the executive has been in a protracted battle with the county assembly.
