Henry Rotich (Treasury) and Adan Mohammed formerly at Trade and Industrialization were adversely mentioned in the report that was tabled in parliament on Wednesday.
For Rotich, he is accused of opening a window for duty-free sugar imports that was abused by unscrupulous traders.
And Mohammed, now at EAC, faces censure because a State agency that should have prevented an influx of contraband sugar failed in its duty.
