Six of his accomplices denied corruption allegations against them before Kisumu Principal Magistrate Thomas Obutu.

Former Speaker Ann Adul and her husband Elijah Adul, former clerk Nelco Sagwe, former minority leader Edwin Anayo and directors of Factor Connect Samuel Odera and Mildred Omondi denied the charges.

They were granted a bond of Sh2 million each and one surety or cash bail of Sh1 million each.

The first charge implicate the five members of the public service board over failure to adhere to procurement laws contrary to section 45 sub section 2b as read with section 48 of the Anti-Corruption and Economic Crimes Act.

The second charge implicates Adul and her husband, Sagwe and the two directors of Factor Connect for conspiring to defraud the Kisumu County Government of Sh17.4 million for three international trips to Israel, Singapore and China.

The third charge is for Odera, Mildred and Factor Connect for fraudulent acquisition of public property.

While giving the ruling, Justice Obuto on Tuesday granted an application by prosecuting Counsel Lazarus Kirtuy that Ong’ou be held by police after two officers were injured in the course of arresting him at his home in Awasi.

“I allow the application by the state and I direct that the third accused be remanded at the police station until tomorrow to enable the police to finalise their investigations,” he said.

The prosecutor said that there were compelling reasons to warrant Ong’ou to be held in custody since two officers who had gone to arrest him were attacked and injured by a mob.
