The opening was to be presided over by the president, who also failed to turn up citing other commitments elsewhere.

A section of angry youth carried placards outside City Hall with messages accusing County Assembly Majority Leader, Elius Okumu, of allegedly mishandling them.

Nairobi Governor Evans Kidero announced that the opening had been postponed but failed to give reasons for this.

There were other reports of acrimony from Jubilee and Cord MCAs as the major cause of the postponement.

President Uhuru Kenyatta had skipped the event amid allegations that opposition MCAs were planning to disrupt the function.
