Nyamira County assembly has adopted for debate a report on the county departmental progress during the 2013-14 financial year presented to them by the implementation committee chairman Peter Maroro.
The report is an investigating on how development funds were utilised and the progress that has be made so far. The committee through found most of the departments having not utilised the development as required as most of the funds allocated to them in the budget could not be accounted for.
Among the departments which discrepancies in their spending include the gender, youths, sport and culture, Finance and Economic planning, Water and natural resources and the Roads and infrastructure department.
The Finance and planning department which was awarded Sh114.5million on development, the committee says that it found that figures were skewed and the money used unlawfully to cover deficits in other departments.
The department was faulted for breaking procurement laws where the committee claimed that the office of the governor and that of the Finance executive committee members have been renovated four and three times consecutively in a tune of to Sh3 million.
The departments were faulted for breaking the procurement laws and that some projects indicated to have been done and money paid never existed on the ground and procured items which could not be traced.
“In our findings, the committee established that some departments have been paying out money to ghost projects which when we visited the ground, we could not see anything that could be paid for such huge amount. For example the Kemera water project whose payment has been fully made and the residents have never collected water, we only found dry water kiosks even after Sh6.3 million being paid.
"Some other projects’ quotations had been exaggerated in order for them to mint money from the poor electorate. It is time they took personal responsibility and due process to be followed to recover the lost money," said Maroro.
“We will burn the midnight oil to ensure that due results are seen out the report’s recommendations," he concluded
Similar sentiments were echoed by the minority leader Hon. Jackson Mogusu.
The report is to be debated in the next session.
