The Anglo leasing case involving Sh59 million Euros for the supply of police security equipment, a project under Infotalent Limited Company has began a fresh hearing.
There are 18 security projects from various companies in the Anglo leasing type contracts.
Former Auditor General Evans Nelson Mwai is the first witness in the case, having compiled a special audit report on all projects related to security as requested by Parliament.
The report dated 10th April 2006 was compiled with Mwai as the leader with 33 years of working experience and a team of four auditors.
The court heard that key observations and recommendations were made on all the projects noting the project was not budgeted for.
The Auditor General’s office made an enquiry into this particular contract requesting an explanation on the competitive bidding of the procurement of security equipment tender, how the figure on 59 million Euros was arrived at and what were the reasons for cancelling the contract.
It emerged that these enquiries were sent to the then PS Provincial Administration and Internal Security, Office of the President in February 2005, but failed to respond to the concerns even upon Mwai’s retirement in 2006.
Deputy Director of Public Prosecution (DDPP) Nicholas Mutuku led a team of four prosecutors.
The case continues with more witnesses on September 6 and 7, 2016.
