The Auditor General’s report has cast a doubt on spending at the Ministry of Interior, where a mysterious bank account was operated.
According to the report, the bank account was operated without the authority from the National Treasury, and Sh8.6 billion was deposited.
Auditor General Edward Ouko, further questions spending of over Sh2.7 billion by the office of the President in the past three years.
The report was tabled Wednesday by Ouko, and he said it was apparent rogue officers may have taken advantage of the loophole to misappropriate the funds.
“Although the presidency has provided certificates to support the expenditure in accordance with the regulation and has explained, the purpose and particulars of the expenditure cannot be made public and unsatisfactory matters regarding the expenditure have not been resolved,” said the Auditor.
The report further shows that the office of the president used Sh685.7 million in the 2013/2014 financial year, Sh937.5 million (2014/2015) and Sh1.1 billion in 2015/2016.
Ouko further raised concerns over Sh165.6 million, an amount that was set aside for the acquiring of motor vehicles.
“In this regard, I am unable to confirm that the confidential expenditure incurred on motor vehicles and other payments or charge to general suspense account was lawful and that value for money was obtained as required under the Constitution,” reads the report.
