A report by the Auditor-General Edward Ouko for the year 2014/2015 has revealed massive scandal and fraud involving millions of public funds in various counties.
The report unearthed the rife corruption in the county assembly by MCAs who paid themselves allowances for attending events at two places at the same time.
Kisii county was top on the list with Mr Ouko querying why the county assembly opened 3 bank accounts for the assembly's mortgage fund with Sh208 million placed in the troubled Chase Bank, a selection he said raised eyebrows.
The Auditor-General also questioned the Sh2.8 million which was paid in allowances to 72 MCAs said to have attended an inter-counties tournament in Nakuru between 18-28 August 2014.
Ouko revealed another amount of Sh1.8 million was also paid to the same MCAs to attend a county assemblies forum in Nairobi during the same time period from 22-24 August 2014.
“The two meetings were overlapping, resulting in overpayment of Sh1.4 million. The Kisii County Assembly management must initiate steps to recover the Sh1.4 million and strict procedures put in place to ensure claims and payments are only made for genuine travel,” he said.
