Health Ministry Head of Internal Audit Bernard Muchere has now said that only a forensic audit can help in verifying the loss of public money in the multi-billion shilling Afya House Scandal.
In his presentation to the Senate’s Health Committee chaired by Migori Senator Wilfred Machage on Tuesday, Muchere said it was difficult to prove loss of money in the docket without undertaking a forensic audit.
“It is difficult for me to tell if any money was lost. Unless a forensic audit of the ministry’s accounts is conducted,” he said.
“A forensic audit can actually confirm whether money was lost, whether a crime was committed. A normal audit only highlights the red-flags,” he added.
In a previous internal audit report leaked out to the media, the Ministry cannot account for more than Sh5 billion, allegations Health Cabinet Secretary Cleopa Mailu and his PS Nicholas Muraguri have refuted, saying only Sh3.1billion is yet to be accounted for.
