Authorities in Kisumu's West Wareng Division have said uncollected ID cards will be returned to the Central Registry in Nairobi.
Data obtained by this writer indicates that there are over 2,000 uncollected IDs in the division.
West Wareng Division Chief Nicholas Toro said calls by authorities to the residents to pick the identification documents had not been responded to.
"We have tried contacting the owners through text messages but the response has been discouraging," Mr Toro said.
"So far, the number of uncollected IDs still remains high."
He said his office is considering punishing people who apply for IDs and fail to collect them.
He also added: "We might consider returning the IDs to Nairobi for the owners to collect them from there, because it seems they are not interested in picking and our work is not to store the IDs."
Toro who was speaking at a chief's meeting on Tuesday at Wareng market.
"Currently we have the ongoing voter registration exercise. The IEBC has a target and if the 2,000 people collected their identity cards and registered it will be easier for the IEBC to meet its target," said Toro.
