Homa Bay Governor Cyprian Awiti has accused the national government of delaying the disbursement of funds, stalling major operations in the counties.
He said fund delays has led to slow implementation of development projects in various counties causing standoff between the governors and electorates.
Awiti said slow implementation of projects was due to lack of adequate funds from the national government to devolved units.
“The amount of money we get is not enough to implement mega projects. Most of the money goes to salaries leaving us with little for projects,” Awiti said.
He was speaking at St Edward Catholic Church in Nyalenda, Kisumu during a funds drive on Monday where more than Sh300,000 was raised.
The governor was accompanied by businessmen Jeff Aguko, Ted Odero, Joel Ongati and Karachuonyo politician Anderson Ojwang.
He said the residents should not be too quick to judge them for non-performance when it comes to development projects.
Several leaders and aspirants have been criticising governors’ development records in every public platform they get.
He also accused the government of ignoring the cash disbursement scheduled approved by the Senate in September last year.
The schedule stipulates that the disbursement should be made on a monthly basis and not later that the 15th day from the commencement of the month.
He faulted Treasury officials for failing to disburse funds on time even after they pledged subsequent disbursement will be within the required timeframe following governors’ complaints.
Awiti said the National Treasury has never for the last two years disbursed funds to counties as provided for in the disbursement schedule, a move he said has left counties in precarious positions.
