The speaker of National Assembly Justin Muturi has termed a provision in the electoral reform Bill barring party hoping legal.
Muturi however left the door open for MPs to propose changes to it.
“Members of the House are at liberty to propose amendments to and indeed to amend the Bill in the usual manner as provided for under the standing orders. That settles the issue,” Muturi said while referring to his deputy Joyce Laboso's ruling on the same as per the standing orders.
Muturi further noted that restrictions against party hoping was not against the constitution, adding that a clear reading of Article 38 of the Constitution shows that political rights are not absolute and would be subject to reasonable restrictions.
