A Bill to domesticate devolution in the grassroots level is before the Senate.

Kisumu Senator Prof Anyang Nyong’o said the Bill is all about village focus on ward development that will propel development across the counties.

Nyong’o said the structure of devolution must be completed by the establishment of village councils.

“Devolution is not complete without the establishment of the village councils, they must be in place,” he said.

He said the village councils must conform to the gender rule as enshrined in the new constitution.

“In every village, we will be having five people in the council and gender must be observed,” he said.

Speaking to the press in Kisumu on Tuesday, Nyong’o said the village councils will work closely with the elected MCAs to discuss project priorities in the wards.

He said the idea is to ensure devolution works up to the grassroots level.

Nyong’o said development will now penetrate to every village in the country.

“This is the only way that every village in this country will enjoy the fruits of devolution,” he said.

He noted that there will be no discrimination in the implementation of projects noting that it will be equitable distribution of resources.
