Of late, governors have come under criticism from electorate due to failed projects, delayed payments, tender winners not being paid and even strikes from their employees.
The county governments are the only hope for locals as Jubilee is marred with massive corruption and tribalism.
The attacks being directed to governors are not genuine. In this case, it is the innocent being criminalised while the real criminal is safe.
No development can be actualised without funds. No projects can be initiated without funds. Salaries cannot be paid without funds.
As much as governors control over Sh5 billion, these funds are rarely received by county governments in time from the national government. Jubilee leaders never wanted devolution and even are not for it.
They have tried to frustrate governors very much by intentionally delaying disbursement of funds.
The county governments should be in charge of health, early childhood education, Agriculture, class D and E roads.
These sectors cannot be run without funds. They need timely funds but the national government has not being loyal to funds release.
For county governments to function, the country's top leadership has to be voted out. For devolution to be actualised, Jubilee should either embrace it or be sent parking come 2017 elections.
Let us stop attacking the innocent because we fear the guilty. Blame the national government for the failure of the county governments.
