High Court Judge, George Odunga, has sentenced Interior Principal Secretary, Karanja Kibicho, to a three-month civil jail term.

Kibicho was jailed for failing to pay a Nyayo House torture victim Sh2.65 million.

The PS was in contempt of court for failing to effect the compensation awarded to Michael Mahugu by the court.

Mahugu was a victim of the tyrant Moi regime which held people incognito at will and usually tortured them for being against the regime.

For his defying courts orders, Justice Odunga directed IG Joseph Boinnet to immediately arrest Kibicho and send him to prison to serve the sentence.

Kibicho had been ordered to appear before the judge on Monday but his lawyer said he was held up in a meeting.

Justice Odunga ordered an appearance on Tuesday but Kibicho also failed to honour this, prompting the ruling.

The judge had ordered the Inspector General to personally execute a warrant for his arrest saying the OCPD at Central police failed to apprehend Kibicho as ordered on October 13.

Both Boinnet and the OCPD are Kibicho's juniors in the Interior ministry.
