1. My proposal is we have 3 tiers: Retain the current counties, establish 14 regional blocks as units of disbursement of resources and the National government, just like was proposed in the Bomas draft.

2. We encourage counties to explore formation of economic blocs. Counties must work together, without regard to political affiliations of their leaders.

3. In the March 9th handshake, we identified corruption as an existential threat. We must deal with it at all levels. We must encourage whistle blowers. Soon the corrupt will find themselves on their own.

4. MCAs are holding governors at ransom. They are being paid to pass the county executives. The culture of asking for cuts in projects is eating devolution from inside out.

5. MCAs are also indicted for conflict of interest. They are the contractors and at the same time playing oversight. MCAs and county speakers have on several occasions been accused of conflict of interest.

6. We have county officers who want to delay projects because they are making money.

7. Internal Audit and Procurement departments can make or break a county. Those appointed in these offices must be accountable individuals.

8. The corruption network is eating devolution from inside out.

9. A governor’s manifesto must find its way into the county development plan to inform social and economic development plan.

10. Achievements mean that Kenyans want more. Development must be a straight forward march, and not a zig zag process.

11. Good governance and political leadership are at the heart of devolution.Devolution cannot be celebrated without taking into full account the challenges.

12. I am happy we now have women governors. It is my hope that we will have more women join this club.
