Mutua was speaking at the Bomas of Kenya during the official launch of his Maendeleo Chap Chap movement.

The movement aims at faster delivery of services to Kenyans from all over Kenya and the slogan is 'Inawezekana na itawezekana'.

In his crowd moving speech, Mutua talked of what he referred to as the 'Devils of development', which have seen Kenya lag behind in development.

Mutua talked of bureaucracy in the government institutions whereby services are delivered in a 'chameleon speed'.

He was saddened by the fact that government institutions are the slowest in service delivery, thus slowing development of the country at large.

The governor, who is hailed for massive development in Machakos County added that corruption and politics of poverty are also other devils of development in Kenya.

Some members too took time to thank Mutua of the great work he has done and even asked him to share the secrets of development in his county and show the other governors how to deliver services to 'wananchi'.
