Busia County emerged best in Human Resources for Health Capacity Development, according to the baseline survey released at Wigot Gardens Hotel in Kisumu on Thursday.

Busia scored 3.3 out of a total maturation score of 4. The County also registered an impressive score of 3.0 in HRH policy and performance management respectively. In strategy they recorded 2.5 and 2.4 in gender mainstreaming. 

The lowest ranking was in Staff training and HRM data scoring 2.2 and 1.8 respectively.

In individual HRM&D Capacity, Busia scored 4 out 4 HRH staff, leadership, advisory and supervision. The county scored 4 out of 4 in compliance, HR policy, HR document synergy, CHD organogram, recruitment and discipline procedure, timelines and personnel files.

Busia County Chief Officer for Health and Sanitation Dr Asoka Itur said he was impressed with the County's performance in HRH Unit to confirm many structures have been put in place to revamp it.

"We are known to score firsts. With this impressive performance we are hoping to improve even better during the mid -term review," he said.

Baseline assessment in Busia covered three areas. They included HRH maturation, IHRIS data demand and use and Institutionalization of In-service Training (IST).

The baseline assessment was undertaken between June-July 2017 to assess the status of HRH management systems and Development (HRM&D) including integrated human resources information system (iHRIS) data demand and use in the 27 focus counties funded by Presidents Emergency Fund for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID).

The mechanism is implemented by IntraHealth Internatinal and its partners Amref Health Africa and Strathmore University Business School.

HRH Kenya County Director Dr Wasunna Owino, said there was no county at sustaining which was a worrying trend indeed. The four maturation station includes starting, developing, consolidating and sustaining.

He said the counties also ranked poorly in staff training with most of the counties lacking systems for maintaining staff training and development data.
