Kisumu County Chief Executive in charge of Finance and Planning has challenged the central government to be distributing cash to counties in time if the intended purpose of devolution is to be made successful.

He said doing that will make the running of county affairs to be more efficient and manageable.

Ongaya Okoth said the central government has in the past been an impediment to devolution, a trend he wants to change in the coming financial year.

This, he says, will make the citizens at he grassroots to feel the impact of the new system of government.

Speaking at his office on Tuesday, Mr Okoth said devolution is so far achieving much than it was expected three years into the new system of government.

He added the potential in the counties is immense if only all leaders are serious in implementing what is outlined in the Constitution.

"We are asking the national government to be releasing funds timely in future so that the running of county affairs is not affected in any way," he said.

"We have in the past had very many problems with the central government due to unnecessary delays in the release of county monies."

Okoth said until now, the county has not received over Sh60 million from the central government to cater for maternal health care which he said is impeding the delivery of proper medical attention to the women of Kisumu.

The plea by Mr Okoth comes barely one week after the Council of Governors made the same appeal to the government to be releasing county cash quickly.
