The IEBC chairman Wafula Chebukati has explained why he thinks the proposed electoral amendments proposed by Jubilee will bring about confusion to the process if President Uhuru Kenyatta signs the Bill into law.While appearing before the parliamentary committee on Thursday to make his presentation, Chebukati said the Bill is conflicting with the Court of Appeal ruling in the Maina Kiai case and the Supreme Court September 1, 2017, presidential petition ruling.
"The bill will affect the electoral process in a material way, considering IEBC has developed training materials, trained a considerable number of returning officers and reviewed and ordered the printing of training materials based on the existing law," he said.
He added the amendments as proposed seek to introduce new terminologies unknown to election management.
Chebukati also urged the law makers to provide a clear defination of the term 'live-streaming' and replace 'electronically and manually transmit' with 'electronically and physical delivery of results' in the Bill.
The Bill seeks to amend the IEBC Act, the Election Act and the Elections Offences Act by giving manually transmitted results more room in determining the winner in a presidential race.
