Although he maintains that he is not interested government appointment, Raila could soon be making his way back as Chief Cabinet Secretary, a position equivalent to that of Prime Minister.

And in the pending Bill that is yet to be formally introduced to parliament, the president shall nominate the Chief Cabinet Secretary who shall also have two deputies from among the Cabinet.

Just like any minister, the Chief Cabinet Secretary shall be vetted and approved by parliament. This will be effected by changing article 153 by inserting section B.

In the section, the Chief Cabinet Secretary shall coordinate all government functions besides appearing in parliament to answer questions on matters pertaining government.

The amendment is part of the wider scheme to pave why for parliamentary system of government that would see introduction of executive Prime Minister.
