Police are looking for an assistant chief who allegedly tortured a 14-year-old boy in Kolait sub-location, Teso North constituency.
The administrator Gilbert Omudek is said to have whipped Timothy Okishang'ane, 14, with a bicycle lock over claims of theft.
Area children's officer Joy Alumasi said the boy was summoned to Omudek's office on September 4 after clothes went missing on a neighbour's hanging line.
"He was interrogated and when the chief realised that he could not reveal whether he stole the said clothes, he continuously beat him up using a metallic bicycle lock," Alumasi said.
"He was later locked in a pit latrine for five days while the assistant chief tried administering first aid," she added.
A young boy fetching water near the assistant chief's camp saw what was happening and rushed to inform the boy's mother.
After which the family took the boy who is an epileptic to Cheptais subcounty hospital before proceeding to record a statement at Malaba police station where they were turned away and ordered to return with a medical report and witnesses.
Due to lack of funds the boy is nursing wounds at home and his condition is worsening.
Area DCIO Charles Mwainzinga said the assistant chief was summoned at Malaba police station for interrogations on Saturday but he is still at large.
"I have followed up that issue and have confirmed that there is such a report. I have directed my officers to take up the issue. Whoever is involved will face the law. I assure the public that the matter is in safe hands," he said.
"Once investigations commence we shall be able to make a decision. By Monday we shall be able to know what direction to take," he added.
