According to council of Governors chair Peter Munya, the Integrated Financial System is to blame for the loss of funds at the devolved units.

According to Munya the government was working with a criminal gang to siphon money from the system. 

Speaking in Mombasa on Tuesday, Munya stated that the system was imposed on counties despite opposition.
