Commission on Administrative Justice chairman, Otiende Amollo wants President Uhuru Kenyatta to appoint a substantive registrar of political parties before the general elections.
He wants the position be declared vacant as a matter of urgency to facilitate the recruitment of a substantive holder in line with the constitution though the current office holder, Lucy Ndung’u, has been acting for four years since the enactment of the Political Parties Act in 2011.
Amollo said the acting capacity by then registrar was a temporary measure and part of the transition process so it was never intended to be perpetual.
