Commotion marred the ongoing Legislative Summit in Mombasa after Members of County Assembly (MCAs) expressed their anger following a statement from Homa Bay Senator Moses Kajwang' who was addressing the summit.
During the Wednesday morning session of the summit, MCAs urged senators to pass the Ward Development Fund Bill which would give them (MCAs) car grants and mileage to support their effectiveness in running their offices in the counties.
"Anyone who opposes the bill is an enemy of the county assemblies," the County lawmakers said.
However when he stood to address them, Kajwang' told off the MCAs and warned them against intimidating senators over the bill sponsored by Murang'a Senator Irungu Kang'ata, saying: "We will provide principles and framework for the establishment of the Ward development Fund as is described in the constitution."
"However, if you need some English lessons on differences between prescriptive and descriptive clauses, that is something we can discuss," added the Homabay Senator, something that angered the MCAs.
Kajwang's statement was met with jeers from the MCAs who demanded he withdraws it, forcing Senator Kang'ata to intervene and apologise on behalf of Kajwang'.
They however continued with their protest until Senate Majority Leader, Elgeyo Marakwet Senator Kipchumba Murkomen stood to say: "I'm the one who will determine whether your bill will pass or not."
