[Photo: Citizen Digital]Neither manual nor electronic electoral system can guarantee a tamper-proof electoral process free from manipulation.Electoral expert Mule Musau has said that electronic system could even be more prone to manipulation than manual system saying E-system has hacking as the main challenge.Nasa coalition led by Raila Odinga on Monday said that Independent Electoral and Boundaries Commission (IEBC) should postpone elections if the electronic system fails saying that a manual complimentary system cannot be used.However, Musau speaking to Citizen TV's Big Question on Tuesday, said that IEBC cannot avoid using both systems at one point."Whether we like it or not IEBC has to employ both systems during the electoral process. Anyway even the counting of the ballots is manual. What we should be questioning the complimentary system that IEBC is going to use is whether it can guarantee a free and fair process but not on whether it is electronic or manual," Musau said.The expert said that the election is for the people and, therefore, the system that the electoral agency has set to use whether main or complementary must be simple and understood clearly by voters."IEBC has tried to put measures to ensure we don't have a repeat of 2013 and they preparedness even in terms of the application of technology that is going to be used is good," said Musau.
