IEBC chairman Wafula Chebukati has now given strict conditions that must be met before he agrees to serve as the returning officer in the repeat presidential election.
Speaking at a media briefing in Nairobi on Wednesday, Chebukati said the country was at a vulnerable stage and that his work at the helm of the commission was becoming tough because of partisan staff with him.
Chebukati said he could only serve in his capacity fully if the main contenders in the election Raila Odinga and Uhuru Kenyatta demonstrated political will.
“Once there is political agreement as a result of dialogue, when there is genuine commitment to let the commission work independently, when all commissioners and staff truly commit to serving the country, rather than partisan political interests; and when we work together to create a conducive environment for Kenyans to express their sovereign will, then I can truly be confident of having presidential elections," he said.
"Only then can I commit to serve as the National Returning Officer,” he added while addressing the press at the Bomas of Kenya.
