Bokimonge MCA, George Bibao has asked Ongwae to swiftly move and constitute village councils in the county as part of the efforts to improve delivery of devolution services to the grassroots people.

Speaking at Endereti COG Mixed Secondary School during a book donation event at Bibao questioned Ongwae's delay in constituting village councils long after hiring ward and sub-county administrators, leaving a gap in the devolution structures at the grassroots.

"I am asking Governor James Ongwae to constitute village councils as provided for in the new constitution which ushered in a devolved system of governance in the country to decentralise power and resources to the grassroots people," said Bibao.

Bibao's concerns come after Ongwae's administration suspended creation of village councils last year, pending availability of resources to finance the creation of the additional devolved units at the grassroots.  

Ongwae clarified that the decision to suspend creation of village councils in the county was based on the existing working relationship between the county administration and the officers from the Ministry of Interior and Co-ordination of National Government on the ground.
