Counties, it has been revealed, are grappling with a mind-blowing debt crisis.The debt is feared to be over 35 billion shillings.Speaking in Kwale during their induction, the governors expressed fear that servicing the debts could undermine development in the counties.Contractors and suppliers are now demanding to be paid their money by the counties.A special committee has been set up to audit the debt to determine whether they should be paid or not.''We suspect that there was a lot of cheating and theft.'' Meru governor, Kiraitu Murungi said.Counties are required by law to use at least a third of their budgets on development.
