Council of Governors Chairman Peter Munya said the funds are allocated to counties to help improve hygiene in schools under the Health, Water, Sanitation and Hygiene (Wash) programmme.

Mr Munya said they have selected 10 counties for the pilot project in which they will monitor how the funds are being used and the benefits to the residents.

The ten selected counties include Mombasa, Nakuru, Garissa, Turkana, Siaya, Kisii, Migori, Kakamega, Nyeri and Kitui.

Munya said the aim of the partnership with Unicef is to help audit the use of funds sent to counties under the Wash programme, which seeks to end open defecation by advocating for the use of clean and safe toilets in rural schools, as well as washing of hands after using a toilet.

“In the selected counties, the County Expenditure Review will look at the budget, flow of resources from the National Government to County Governments and the benefits to the lives of the people.”

“The Council of Governors held a consultative meeting with representatives from the UN Women, Unicef and the World Bank with the aim of creating a partnership among the four institutions to carry out a county expenditure review for the 10 selected counties,” said the chairman.

Mr Munya added that a steering committee has been formed to implement the expenditure review in the counties.
