This the lawyers said during the Third Counties Attorney Forum in Kwale County on Tuesday where Kibwana was among the attenders of the two-day forum that brought together lawyers of county executives, assemblies and Council of Governors.
Speaking at the meeting, Kibwana said there ought to be completely fledged lawful offices in the regions, much the same as in the national government.
