The National government parliament proceedings today declined the motion by other colleagues to allow the county government to set up small disciplinary courts at the county levels to discipline offenders.
During today's proceedings at the national assembly,the leader of majority Aden Duale led the other legislators to oppose the motion on which the County governments were highly discouraged from establishing such courts whereby they claimed that most of the people who work in most county governments are not trained on matters of handling cases,whereby most of them do not posses such qualifications to deal with offences.
It was evident at the proceedings that these courts have now brought their own mandate of working on some of these cases where,instead of dealing with such cases responsibly,they end up resolving the cases by simply asking the offenders to pay a certain amount of money to them,and at the end of the day,the money paid as penalty ends up in the officers pockets,which the mps highly condemned and said it is one way of encouraging corruption in our counties.
The legislators also said that the national government should be the one to deal with such matters as it is the only body that is given the mandate to do,hence the County governments are undermining the roles of the National government by imposing illegal penalties on the people who are law offenders at the county level.
The majority of Mps who were present during today's proceedings said that the county governments should deal with matters of county level and leave alone national government to delegate on its roles to the matters of national concern.[By Alvin Ratemo/hivisasa.com]
