EACC has urged county governments to seal all potential loopholes in revenue collections in order to prevent theft of public funds.
The commission recommends that all revenue collectors be employed on permanent terms and not as casuals. In its latest report, EACC says that use of casuals makes the process more susceptible to losses since the employees lack job security.
"The use of casual workers as revenue collectors may lead to loss of county funds without the possibility of being ever recovered since it is very difficult to make them accountable in a case where county funds are misappropriated," read the report in part.
The commission further recommended that all county employees attached to the collection departments be rotated on a regular basis to enhance service delivery.
It also raised concerns that county law enforcers famously known as county Askaris were inadequately trained on their roles, a fact that may lead to nonprofessional conduct.
