A report released by the Ethics and Anti-Corruption Commission shows indicates that the Kisii County Assembly spent Sh8,697 on each flask while an extra Sh6,490 was spent on each tray.
According to the EACC, a market survey should be conducted on the prevailing prices before any purchase is done by the governments but this law was overlooked.
The risk assessment report for counties places these expenditures much higher than supposed to be.
The report also shows that the Kisii County Assembly purchased tablets to be used by its members at Sh7.6m, whereas it should have costed an approximate of Sh4m.
The report points out the loopholes used by the county assembly as using quotations instead of open tendering.
It also indicates serious financial exploitations, with all MCAs paid sitting allowances for September, October and November even when others were said to be on maternity leave.
EACC Deputy Chief Executive Michael Mubea released the report on Wednesday, asking all MCAs to refund the allowances they had wrongfully received despite being absent.
