Kisumu County Assembly MCAs have now raised a red flag over the tendencies by a section of county executive members to boycott summonses to appear before the house.
Interim speaker Gabriel Ochieng says some of the executives are taking the assembly for granted by ignoring such summons. He says the executive in charge of finance George Ongaya and his health counterpart Dr Elizabeth Ogaja failed to turn up on Thursday to give reports of their performance.
Ochieng says the appearance of the executives to the assemblies is mandatory adding that it will help the MCAs undertake their oversight role.
Speaking at the plenary session in the assembly on Thursday, Ochieng directed that the two executives be summoned again next week on Wednesday for the final time.
“I now direct that the office of the clerk writes to the two executive members notifying them to appear before the house next week on Wednesday without failure,” he said.
He however urged the MCAs to move with speed and ensure that they enact the county powers and privileges bill which will spell penalties for such executives who miss summonses.
Assembly chief whip Isaiah Onyango, who is also the Railways Ward MCA, however urged chairmen of various committees to take in upon themselves to follow up such summonses.
Onyango said each committee chairman should ensure that they follow up with the respective executives and ensure they are reminded to honour their obligations.
