To avert legal and court battles pitting the Kisii County Government and members of the public dissatisfied with certain revenue and taxation provisions in the County Finance Bill after it has become law, the Kisii County Government has changed tact to ensure it reaches out to all stakeholders through a multi-pronged communication strategy.

Kisii Governor,James Ongwae has disclosed that, based on the converses surrounding the Kisii County Finance Act 2014/2015 which saw dissatisfied members of the public move to court challenging its implementation, his administration will change its communication strategy in mobilizing stakeholders to participate in public participation engagements to avert court battles witnessed in the County.

Speaking to the press at the County Boardroom, Ongwae disclosed that, the Kisii County Government will now use sect oral approach communication strategy to reach out directly to specific sectoral groups, individuals, organizations,institutions and the general public to ensure they are well mobilized for public participation in the preparation of the County Finance Bill.

"Having direct communication and mobilization approach to the specific interest groups across the County, will make it easy for the County Government to bring all stakeholders on board to contribute towards an agreeable and harmonized Kisii County Finance Bill, if it becomes law will stand the test of times," Clarified Ongwae.

The Governor, blamed the current controversy surrounding the Kisii County Finance Act 2014/2015 on poor public participation, but promised that both the Executive and the County Assembly will closely collaborate and consult before ant County Finance Bill is passed and signed into law to address foreseeable challenges and issues related to its implementation.
