County governments have been challenged to install software that are user friendly to access county websites.

Despite county governments having active websites, they still lack software which are user friendly to the visually impaired persons.

This emerged during the closure of the Second Annual Devolution Conference in Kisumu yesterday.

During the plenary discussion on the progress on decentralisation of services, governors were asked how accessible their websites were and whether they were disability friendly. Issues of how county governments were fulfilling the 30 per cent rule of procurement for both Women, Youths and PWDs came up as governors explained how they have achieved such.

Siaya county Governor Cornel Rasanga said he has tried his best in the county to meet the 30 per cent rule and proposed that the law should be devolved to allow county government to make their own procurement laws.

Johnson Njoroge resident of Muranga County however proposed that punitive measures should be put in place for any county that does not fulfil the 30 per cent requirement such as not being funded.

Youth, Women and PWDs were also urged to attend sensitisation and capacity buildings programmes by the Public Procurement Oversight Authority (PPOA).

PPOA Director General Maurice Juma said one of the challenges they are experiencing is that whenever they call the special groups for sensitisation programmess, they always demand for transport.
